As a CA public municipality, we sold this vehicle via public auction as ¿Non-operational¿ and stated such prior to sale.  We did not previously register this vehicle within CA since the vehicle went to auction either as surplus from a CA municipal fleet or as a result of law enforcement seizure, abandonment, forfeiture or the like.  The Buyer agreed to take responsibility for Smog Certificate fees as well as any repair costs incurred for Smog compliance.
